Stephen C. Brich, PE

Stephen C. Brich has served as Commissioner of the Virginia Department of Transportation (VDOT) since January 2018, leading one of the largest highway agencies in the United States with an $8.9 billion annual budget and over 8,000 employees. He brings more than 30 years of experience in traffic engineering, safety, operations, and transportation planning. Prior to this role, he worked as a vice president at a consulting firm and held several senior positions within VDOT, including director of operations. Brich holds bachelor’s and master’s degrees in civil engineering and is a licensed professional engineer. He is from the Hampton Roads area and has two sons.

Steve DeWitt, PE

Steve has over 40 years of experience in highway and major asset infrastructure development. In his current role, Steve is responsible for business development efforts throughout the United States. He works with clients and ACS Infrastructure's project teams to develop projects and optimally structure and deliver best value opportunities for public owners. Previously, Steve spent 30 years working for the North Carolina Department of Transportation, where he directed the statewide highway construction program. He possesses strong client relations skills and his career in government gives him a unique perspective of understanding the view of public owners.

Ruth Fagan

Ruth Fagan has a broad range of legal experience, having served several well-known New York-based general contractors as in-house counsel. Ruth directs and advises OHLA USA’s business areas on all legal issues and matters concerning contract negotiation, litigation and dispute resolution, strategic planning, and risk management. She is also responsible for aligning legal policies within the parameters set by OHLA’s legal team in Madrid, Spain. Earlier in her career, Ruth served as a clerk for the High Court of Ireland and as a litigation associate in New York. She holds a law degree from University College in Dublin and an LLM degree from Columbia Law School.

Matthew Fedors

Matthew is a managing director on the investment team, responsible for the origination, execution, and ongoing oversight of investments in the sector. He has over 20 years of experience in the power and renewables, transportation, and infrastructure sectors in principal and advisory roles. Within Fund I, he led the fund’s investment in Bayonne Energy Center and manages the fund’s investment in the Transportation Portfolio, which comprises three public-private partnerships. Within Fund II, he led the investments in Elizabeth River Crossings and Purple Line TransportCo. Prior to joining the investment team, Matthew was a principal at Leaf Capital Management, a mid-market private equity firm responsible for renewable energy and water investments in the United States and Mexico. Earlier in his career, he was an investment banker with JPMorgan’s energy group and leveraged finance group, focusing on electric and gas utilities and power generation facilities. Matthew previously served as an advisor to the U.S. Department of Commerce on international energy policy as part of the Renewable Energy and Energy Efficiency Advisory Committee and served on the Leadership Council of the American Council on Renewable Energy.

In May 2024, Rachel was inducted as a fellow of the Canadian College of Construction Lawyers. In 2022, Rachel was a finalist for the Western Canada General Counsel of the Year award. Rachel earned an LLB, Law Degree and German Law Degree from the University of Liverpool. She also studied German Law at Westfälische Wilhelms-Universität Münster in Münster, Germany.

Additionally, José has been recognized by the 2017, 2018 and 2019 Chambers & Partners global guide in the area of Projects. He is noted for his projects work with Spanish clients. Finally, José has been trained as a lawyer under a civil law system and a common law system.

As his career progressed, he became District Manager in the Catalonia region of Spain. Javier has a master’s degree in civil engineering from the University of Granada in Spain.
